Well, as we know, Steam is the ultimate portal for playing, discussing and creating games. You can request a refund for almost any purchase on Steam – for any reason. Your PC may not meet the hardware requirements. Maybe you accidentally bought a game. Maybe you played the title for an hour and just did not like it. Or something else. Right?
It does not matter. Valve* will issue a refund on request via help.steampowered.com for any reason if the request is made within the required return period and in the case of games if the title has been played for less than two hours. Below you will find more information.
Even if you do not comply with the refund rules valve have described, you can still request a refund and they’ll take a look.

Within a week of approval, you will receive a full refund of your purchase price. You will receive a refund in Steam Wallet Balance or via the same payment method you used to make the purchase. If for whatever reason, Steam is unable to refund your original payment method, the full amount will be credited to your Steam Wallet. The Steam Refund offer is valid within two weeks of purchase and with less than two hours of gaming and software application time at the Steam Store. Here’s an overview of how refunds work for other types of purchases.

DLC got from the Steam Store will be reimbursed within fourteen days of purchase, and if the underlying title has been played less than two hours since the purchase of the DLC until the DLC has been consumed, modified or transferred. Please note that in some cases Steam cannot provide refunds for third-party DLCs (for example, if the DLC irreversibly increases a game character). These exceptions are clearly marked as non-refundable on the Store page prior to purchase.
Steam will grant a refund for in-game purchases within 48 hours of the purchase of all Valve-developed games unless the in-game item has been consumed, modified or transferred. Third-party developers have the option to activate refunds for items in the game under these terms. Steam will notify you at the time of purchase if the game developer has chosen to offer refunds for the in-game item you purchased. Otherwise, purchases made in non-Valve games will not be refunded via Steam.
If you purchase a song on Steam in advance (and pre-paid the song), you can request a refund anytime before the title is released. The average 14-day / 2-hour refund period also begins on the game’s release date.
You can appeal a refund for Steam Wallet Balance within fourteen days of purchase if it was purchased on Steam and you did not use any of these funds.
Within the period specified in the Hardware Refund Policy, you can request a refund for Steam hardware and accessories that you have purchased through Steam for any reason. You must return the hardware to us within fourteen (14) days of requesting the refund, in accordance with the instructions we give you. The Hardware Refund Policy provides detailed guidelines for the return and cancellation process for Steam hardware and accessories.
You can receive a full refund for each bundle purchased in the Steam Store, provided that none of the items in the bundle have been transferred and that the combined life of each item in the bundle is less than two hours. If a bundle contains an in-game item or non-refundable DLC, when you check out Steam you will be notified if the entire bundle is eligible for reimbursement.
The valve cannot provide refunds for purchases outside of Steam (such as CD keys or Steam Wallet cards purchased from third parties).
If you have been suspended by VAC (the Valve Anti-Cheat System) for a game, you lose the right to refund this game.
We cannot offer refunds for video content on Steam (e.g., movies, short films, series, episodes, and tutorials) unless the video is included in a package with other (non-video) reimbursable content.
Unredeemed gifts can be refunded within the usual 14-day / 2-hour refund period. Redeemed gifts can be reimbursed under the same conditions if the gift recipient initiates a refund. The amount used to buy the gift will be refunded to the original buyer.
Refunds are designed to eliminate the risk of buying Steam tracks – not to get free games. If we feel that you are abusing refunds, we may not offer them anymore. We do not consider it inappropriate to apply for a refund for a title purchased shortly before a sale, and then immediately buy that title back for the retail price.

To contact Steam Support for purchase issues or specific Steam error messages, you must visit the Steam website. To do this, click Help in the Steam Launcher and select Steam Support or navigate to https://help.steampowered.com/en/. From there, you can: Browse the Steam Knowledge Base.

A refund for a canceled order that was originally made with a credit or debit card can take up to five days to appear on your credit/bank statement. However, depending on the bank, the refund is usually made within 24 to 48 hours. Refunds to PayPal will be made immediately and the funds will be transferred from our account back to your account immediately.
When you buy a debit card, the money is transferred from your bank account to the merchant. The bank cannot reimburse your debit card immediately because the process is immediate and your money is no longer available.
Simple answer: Even if the merchant processes a refund on your credit card immediately, the bank has a certain number of days (usually 5 to 7) to process this refund and transfer it to your credit card account. It’s just a matter of using the float (interest charged or earned) for both refunds and fees.
